Raoul Wallenberg föddes i Kappsta på Lidingö och växte upp i Stockholm.Han var son till underlöjtnanten Raoul Oscar Wallenberg (1888–1912), gift 1911 med Maria Sophie (Maj) Wising (1891–1979), delvis av judisk härkomst och yngsta dotter till professor Per Johan Wising. At the initiative of the Swedish Government and the Hungarian Parliament, the Council of Europe has created a Raoul Wallenberg Prize in order to keep the memory of Raoul Wallenberg's achievements alive. Starting in 2014, the Council of Europe Raoul Wallenberg Prize, worth € 10 000, will be awarded every two years in order to Per Anger-priset. Varje år delas Per Anger-priset ut till någon som gjort stora humanitära och demokratifrämjande insatser.

Priset delas ut till någon som arbetar i Raoul Wallenbergs anda, främst genom kunskapshöjande insatser för barn och ungdomar om främlingsfientlighet, intolerans och alla människors lika värde. De tilldelas Raoul Wallenbergpriset för sitt arbete med att sprida kunskap om sina självupplevda erfarenheter under andra världskriget, tiden under Förintelsen och om civilkurage. Lärdomarna de förmedlar om Förintelsen är allt mer aktuella idag i en tid av polarisering och intolerans.
